The total volume of capital investments by the EVA and VARUS chains, co-owned by Ruslan Shostak, amounted to UAH 4.69 billion between 2022 and 2025. Additionally, Ruslan Shostak is developing WINHUB, a next-generation network of logistics parks with planned investments of approximately $1 billion.

Ruslan Shostak has entered the TOP 20 Ukrainians who invested the most in Ukraine during the full-scale war. The ranking was compiled by the editorial board of LIGA.net in partnership with the Federation of Employers of Ukraine. This is the first personalized capital investment ranking for the years 2022–2025 in Ukrainian media history, prepared based on data provided directly by the companies.
According to the ranking, the total volume of capital investments by EVA and VARUS in 2022–2025 reached UAH 4.69 billion. Specifically:

EVA invested UAH 2.76 billion

VARUS invested UAH 1.93 billion
The primary investment areas included the expansion and modernization of retail chains, opening of new stores, development of new formats, strengthening of energy independence, and the advancement of logistics infrastructure—specifically, the construction and technical equipment of new warehouse complexes.
EVA is the largest retailer in Ukraine's drogerie segment, boasting over 1,170 outlets. VARUS is one of the leading grocery supermarket chains, uniting over 120 stores. Both chains are actively developing their own logistics infrastructure and e-commerce divisions—EVA.UA and VARUS.UA.
In 2025 alone, EVA invested UAH 1.35 billion in business development, while VARUS invested UAH 2.03 million.
The WINHUB Logistics Initiative
A separate large-scale investment project is WINHUB, a network of Class A logistics parks. These next-generation logistics hubs, with a total area of 1 million square meters, will be strategically located along the main Ukraine–EU transport corridors. The total volume of planned investment in this network's development is estimated at around $1 billion.
Since the beginning of 2026, WINHUB has acquired two out of the ten planned land plots to implement the project:
The first plot (26 hectares) is located in the Prystolychna community of the Boryspil district, Kyiv region. Here, the company plans to construct the Class A logistics park WINHUB KYIV AIRPORT, with a total area of approximately 160,000 square meters.
The second plot (18 hectares) is located in the village of Mriya, Kyiv region, intended for the construction of a 90,000-square-meter Class A logistics park. The total investment for this facility is estimated at $80 million. The project will be realized in partnership with White Star Real Estate, a leading real estate developer and operator in Central and Eastern Europe.
