The “Retail and Logistics” group under the president of Ukraine launches a market survey on deregulation, business simplification, and market development

The survey aims to collect proposals and data on key challenges faced by businesses in the retail and logistics sectors. Based on the collected insights, the group will develop legislative proposals to improve Ukraine’s economic environment.

To form a unified market position within the activities of the Council for Entrepreneurship Support under the President of Ukraine, the “Retail and Logistics” group has launched an industry-wide survey. Its purpose is to gather the main concerns of businesses — the real problems and barriers Ukrainian companies encounter. This data will form the basis for preparing coordinated solutions and legislative recommendations.

“We aim to identify the key issues together with the market, analyze them in depth, and propose practical solutions to the government. Every company’s input matters, as we now have a unique opportunity to build a productive dialogue between business and government for the benefit of Ukraine’s economy,” said Ruslan Shostak, President of TERWIN Corporation, founder and co-owner of the EVA and VARUS chains, and head of the “Retail and Logistics” group.

The group includes leading companies from the retail, logistics, and related sectors. Its main objective is to consolidate the business position and develop effective policy recommendations for the government. Key areas of work include:

  • Deregulation and simplification of tax and customs procedures

  • Infrastructure development

  • Removal of business barriers

  • Improvement of legislation

The deadline for completing the survey is October 3, 2025. The group will present the summarized results on October 10, 2025, after which they will be submitted to the Office of the President, the Cabinet of Ministers, relevant ministries, and international partners.
