We must honestly admit: this war is long-term. This is no longer a "new reality." It is simply the reality in which Ukraine lives, works, builds, and defends itself. And we possess the internal resources necessary to ensure the resilience of Ukrainian citizens and Ukrainian businesses. We do not need Western money to rebuild after every successive strike by the enemy country. Partner funds are needed for air defense, weaponry, and defense. Rebuilding is something we can and must learn to systematically finance ourselves.
Entering the fifth year of the war, Ukraine must finally establish a fully functioning system for insuring and compensating damages caused by hostilities. Its formula, in my view, is simple and obvious: make war-risk insurance mandatory for both movable and immovable property. I am confident that our current team of ministers is entirely capable of pulling this off.
For instance, there are approximately 10 million vehicles in Ukraine. Every year, we lose thousands of cars to successive attacks. If every motorist insures their car under a transparent formula—averaging, for example, 1,000 UAH per year—the country will generate a 10 billion UAH insurance fund. That is roughly 250 million dollars a year. These funds could be sufficient to compensate for a significant portion of the losses.
The exact same logic applies to housing. Ukraine has about 1 billion square meters of residential real estate. If the insurance premium is set at just 1 dollar per square meter, we will secure a 1 billion dollar residential insurance fund.
The same goes for businesses, warehousing facilities, production plants, and retail outlets. Who today would not be ready to pay to insure their properties against war risks, knowing that in the event of a strike, a clear and rapid compensation mechanism is guaranteed?
We do not need international capital or grants for this. Right here in Ukraine, we can build our own system of security and resilience. A significant portion of the resources required for rebuilding is already inside the country. We just need to create the mechanism that will allow us to deploy them effectively.
